For at kunne oprette en THCME Social Club i sit lokal område, skal en fremtidig ansøgning skulle godkendes af Sekretariatet, som vil stå for uddelingen af licenser herunder også sikre at den nye forening lever op til THCMEs mål og vision. Hertil kommer, at man en forening skal have minimum 50 – 100 medlemmer, afhængig af hvor i landet man ønsker at starte op, samt max 250 – 500 medlemmer tilknyttet afhængig af geografisk beliggenhed. Dette krav skal blandt andet sikre, at produktionen af frø, stiklinger og cannabismedicin (fx CBD/THC olie) til den/de respektive medlemmer ikke overstiger det til den tid fastsatte mængde. Dette vil også bidrage til at sikre en moderat produktion af høj kvalitet, da det optimerer forholdene for både produktion, opbevaring, transport og udleveringen af medicinen til medlemmerne.
Størrelsen på de kommende THCMEs Social Clubs kan derfor variere fra by til by, dog er der krav til de grundlæggende ting som fx udlevering af medicin, afholdelse af THCMEs medlemsarrangementer m.v. Åbningsdage og tidspunkter kan også variere fra Social Club til Social Club og vil være afhænge af medlemmernes behov i det pågældende lokalområde. Ydermere er der andre forhold, der skal gøre sig gældende, før man kan starte en Social Club op, fx skal man have egnede lokaler bl.a. at faciliteterne skal være godkendte og derved opfylde krav om udsugning, handicaptoiletter m.v. THCMEs Social Clubs vil minimum holde åben 2 – 3 dage om ugen for at sikre medlemmerne et fælles socialt fællesskab samt ved akuttilfælde for udlevering af fx medicin. Åbningstiderne fastsættes derfor af medlemmerne selv i de respektive lokale Social Clubs ved opstart og reguleres efter behov.
Der vil også være andre krav, som man skal kunne leve op til, herunder at lokalforeningen via sine medlemmer har de midler, som der skal til for at op starte deres egen Social Club op under THCME. Derudover er der bestemmelser om, hvad man ikke må, som fx at reklamere for foreningen over for andre end foreningens medlemmer. Reklamer er derfor kun tilladt i diskret omfang rettet mod målgrupperne for foreningen. Det vil være Sekretariatets opgave i løbet af foreningens opstart – i samarbejde med Hovedbestyrelsen – at fastsætte rammerne og retningslinjerne for reklamering. THCMEs Social Clubs må heller IKKE placeres ved siden af skoler, sportshaller, fritidsklubber og indkøbscentre, som er offentlige steder, hvor specielt børn eller andre udsatte målgrupper kommer og går som fx. Misbrugsbehandlingssteder.
